For small institutions, burden often falls on applicants, grantees, regulated parties, or other agencies trying to understand where to go. Plain-language guidance and shared intake usually matter more than headcount cuts.

Check whether overlap is harmful duplication, a needed independence check, or a coordination problem created by separate statutes.

Do not cut the tiny operating core of a specialized agency before proving a function is obsolete or duplicative.

Before proposing cuts, require a public-value review of Access Board (USAB): what work is unique, what can move to shared services, which outputs should be public, and which independence safeguards must remain.
