Modular open systems, digital engineering, secure cloud and zero-trust implementation, contested-logistics analytics, and AI tools limited to auditable support functions unless Congress authorizes high-risk uses.

Service members and families face fragmented health, housing, relocation, and benefits systems. Those frictions are readiness costs.

Some redundancy is resilience; waste occurs when services run incompatible platforms, data standards, or back-office systems for the same function.

Do not equate cost control with readiness cuts. Guard against vendor lock-in, black-box targeting automation, and acquisition shortcuts that bypass testing.

Shift DOD reform from across-the-board cuts to auditable mission portfolios: fund readiness and deterrence, cancel programs that fail transparent gates, and make digital/logistics infrastructure interoperable by default.
